About the Journal
Shihihutug Law Review has been published by Shihihutug University since 1999, making it the first professional legal journal in Mongolia. Over 27 years, the journal has published 33 issues, aiming to disseminate scholarly articles that address legal theory, management theory, methodologies, and practical issues, offering scientifically grounded analyses and solutions.
On December 9, 2024, the Academic Council of Shihihutug University decided to revise the journal’s publication policy. The journal will now be a peer-reviewed legal research journal, setting a plagiarism percentage limit and ensuring professional-level review processes.
Accordingly, the journal’s publication policy will focus on advancing legal theory, comparative legal studies, and methodologies, integrating best practices, addressing pressing legal issues, and enhancing legal education. Research articles published in the journal remain the intellectual property of the authors, and their usage and protection will be governed by Mongolian law and the CC BY (Attribution) license.
The journal’s professional management will be overseen by the Editorial Board, while the Research Institute at Shihihutug University will handle operational management. The Editorial Board will consist of at least 25 distinguished scholars, including both domestic and international experts from various legal and social science disciplines.
The Research Institute will be responsible for selecting scholars for the Editorial Board. Candidates will be invited for membership through prior consultations, and appointments will be finalized through the Academic Council’s approval and the university rector’s official decree. The Editorial Board will be renewed every three years.
The Editorial Board will be composed of a general editor, board members, managing editor, and a technical team. The General Editor will lead the board, ensuring the implementation of the journal’s publication policies through the Managing Editor. The board will also oversee policy implementation, guide the journal’s development, and conduct professional reviews of submitted articles in terms of scientific, theoretical, methodological, and documentary standards.
Articles submitted for publication must meet the journal’s content and format requirements. Peer review will be conducted independently, following an evaluation checklist. The results will be communicated transparently to the author, while maintaining confidentiality between the author and the reviewers.
The Managing Editor will handle article submissions, assign them for preliminary review, and coordinate necessary editorial revisions in consultation with the General Editor. The Managing Editor will be responsible for the journal’s production, author and editor payments, subscription management, contractual agreements with external organizations, and financial accountability. The Research Institute will also prepare semi-annual financial reports on journal revenues and expenses for the General Editor and university administration.
