The drafts of the Constitution developed by Prime Minister D. Bodoo and J. Tseveen include specific ideas about legal authority, democratic ideology, and the distribution of political power.
D.Bodoo supported using the British Constitution as a model and based his draft on it, while J. Tseveen placed more emphasis on human rights and freedoms.
These drafts became the foundation for the 1924 Constitution, and the ideas and views of the lawyers and politicians of that time had a positive impact on establishing a Constitution with national characteristics.
