OVERVIEW STUDY ON MONGOLIA’S MEDIA LAW AND REGULATORY FRAMEWORK

Abstract

Монгол Улс нь Үндсэн хуульдаа үг хэлэх, үзэл бодлоо илэрхийлэх 
хүний үндсэн эрхийг баталгаажуулсан, өөрийн зохицуулалт 
бүхий хэвлэл мэдээллийн эрх зүйн цогц системтэй орон юм. Уг 
өгүүлэлд Монголын хэвлэл мэдээллийн эрх зүйн зохицуулалтын 
өнөөгийн загвар, нөхцөл байдлыг сэтгүүл зүй, олон нийтийн 
харилцааны онол, хандлагуудад тулгуурлан задлан шинжилсэн. 
Мөн Хэвлэл мэдээллийн эрх чөлөөний тухай хууль (1998) болон 
түүний шинэчилсэн найруулгын төсөл (2025 оны 1 дүгээр сар)
ийн үзэл баримтлалуудыг харьцуулсан. Тус хуулийг 
шинэчилснээр Монголын хэвлэл мэдээллийн эрх зүйн өнөөгийн 
үзэл баримтлал, зарчимд гарах өөрчлөлтүүдийг тоймолсон 
болно.  
 
Abstract 
Mongolia is a country that guarantees the fundamental human right 
to freedom of speech and expression in its Constitution and has a 
comprehensive media law system with its own regulatory 
framework. This article analyzes the current model and state of 
media law regulation in Mongolia based on theories and 
approaches in journalism and public communication. It also 
compares the conceptual foundations of the Law on Freedom of the 
Press (1998) and the draft revised version of the law (January 
2025). Furthermore, the article provides an overview of the 
changes that would occur in Mongolia’s existing media law 
concepts and principles as a result of the revision of this law.
